To set up an offer:

Go to Facebook Ads Manager and create a new campaign. From there, you’ll see many ways to get started, but the best way is just to search for offers in the left-hand sidebar.

Once you find offers, simply click “Create” at the top of that page and follow along with their instructions (it can be confusing at first). To target your audience for this campaign, go back into Ads Manager and click on the Audiences tab in the left-hand sidebar again.

This time click “Create audience from scratch” instead of Offers when it asks how you want to target people who might be interested in what you have to offer.

This process will take some trial & error because there are several factors involved when setting up any kind of ad campaign:

Budget: How much money do you want or need to invest? This will determine how many people see your ads daily/weekly/monthly etc… Does not affect results as much as other factors – but still important! 

Clicks vs Impressions: Clicks are actions taken by users after viewing an ad while impressions refer only to how many times a user has seen an ad without taking action yet; however since both terms measure different things (impressions can include clicks).

They should never both be used interchangeably! Instead, use one term exclusively when referring to either clicks or impressions depending upon which metric takes precedence over another within any given situation.’
